When you call him, even though he wags his tail, he hesitates before he comes over to you, he wants to see what the motivation is. I think he lacks confidence from being the runt. And he's almost two and still has that puppy like, I'm the runt, attitude. But he's great otherwise. The word I would use to describe him is "cautious". I also have a purebred Pug.
